Tell me,what is Rohingya Genocide in Burma?

Dr. Abid Bahar Ph.D.

What is Genocide? What is Rohingya genocide? When did it began? In which part of Burma is this taking place? Are there refugees taking shelter in the neighboring countries? Who are the parties involved?, What should be done about it? Does it have anything to do with Rohingya’s race or religion? Are there democratic minded Rakhines to help stop the crisis? These are some of the questions people are curios to know. Human rights and international UN agencies are curiously waiting to know from the present “democratic” government what measures it is taking to stop genocide in Burma? .

First, what is genocide?

Genocide is “a coordinated plan of different actions aiming at the destruction of essential foundations of the life of national groups, with the aim of annihilating the groups themselves”"Genocide means any of the following acts committed with the intent to destroy in whole or in part a national, ethnic, racial or religious group as such:

a. killing members of the group

b. Committing bodily or mental harm to members of the group

c. Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part, imposing measures intended to prevent birth within the group.(1)

What is Rohingya Genocide?

Rohingyas original home is in Arakan of Burma. They have been driven out of Burma by the successive military government beginning mainly from 1962. In the same year a total of were 20,000 Rohingyas were pushed out of Arakan to Bangladesh (then East Pakistan). In reaction to this Ayub Khan warned that “Pakistan doesn’t want its army to cross the border into Burma but…” In 1978, over 200,000 Rohingyas were driven out by the government forces. When international agencies in Bangladesh refugee camps checked the refugee’s identity, they were found to carry National Registration Certificate (National Registration certificate). Burmese government at the insistence of international body accepted the refugees. In 1992-93, over 300,000 refugees were forced out of Arakan to Bangladesh, this time the solders at the border made sure that as they leave, Rohingyas don’t carry any documents.Ever since Rohingyas have been crossing the Naf River to enter into Bangladesh. In 2008, there have been 10,000 refugees poured into Bangladesh territory. Now that Hasina government is refusing to accept Rohingya refugees anymore, lately they are crossing the ocean in small boats ( a kind of suicidal, many die on the way) to take shelter in Thailand, Malaysia and Indonesia.(2) Why Rohingyas are desperately leaving Arakan?

Rohingya extermination as a state policy began after Ne Win came to power but it turned genocidal when the government introduced some measures so that Rohingyas willingly either leave Arakan or face severe consequences. The UN report of violation on the Rohingyas in 2009 includes measures:

Compulsory labor

Illegal taxation/ extortion

Restriction of movement,

Prevent villagers from giving a fair income for their produce

Confiscation of land to built villages for Buddhist settlers and for expansion of military facilities.

There is also ban on marriage.(3)

A typical day in Arakan reported as “Rohingya people in panic in Northern Arakan
The report mentions:

“The Rohingya people in Northern Arakan have been passing days and nights in panic because of authorities have been seizing weapons (such as knives, choppers, swords, daggers, hoes, adzes, spades) from Rohingya villages while the Rakhine and Natala villegers have been equipped with lethal weapons even with guns since 15 days ago, said a local politician requesting not to be named.”(4)

The Parties involved in the genocide

Who are the parties directly and indirectly involved? In Burma Rakhine Moghs are only 5% of the population but occupies 30% in the armed forces. It is a force to recon with. This disproportionate distribution of the Rakhine Mogh, both in the Burmese army and their alleged oppression in the ethnic areas especially in Arakan is something important to understand. Reliable sources reports that in Arakan, in the name of Burmese military, Rakhine forces does all the genocidal activities such as rape, forced labor and applying bans on marriage, restricting Rohingyas from traveling from one village to another. The parties directly involved are the Arakanese police and militia, Nasaka and the ultra nationalist hooligans. There are the anti Rohingya provocateurs who work at home and abroad. Prominant among them are Aye Kyaw, Aye Chan, Monk Ashin Nayaka, and many other low level leaders and followers in Arakan and elsewhere. The provocateurs wrote xenophobic books and articles and give speeches some are available on Youtube propagating the the Rohingya people as being “dangerous,” “foreigners” in Arakan, and even “influx viruses,” requiring extermination, warning their fellow countrymen that otherwise they will be exterminated. Considering the depth of their hate mongering actions, and the acts of genocide, it is important to find out more about the people who are directly executing their orders. (5)

Why Rohingyas became the target of genocide?

Rohingyas are different from the Rakhines in bothe race and religion. Rohingyas are Muslims and Hindus, Rakhines are Buddhists. In 1982 a delegation from Arakan was led by Rakhine Mogh Aye Kyaw convinced the military government to constitutionally declare the Rohingyas as the non citizens of Burma. This was successfully done and Aye Kyaw openly takes the credit for committing the crime against humanity knowing very well that due to such initiative, close to a million Burmese people were uprooted from their ancestral homeland now suffers in foreign countries looking for a home they can call their own. Aye Kyaw and his band of people claims themselves as Burma’s democracy movement leaders and themselves as being “good Theraveda Buddhists.” Human rights groups wonder about the basis of their claims!

Are there democratic -minded Rakhines to help stop the crisis?

There are many. There are progressive-minded people but they were being undermined from 1930’s by the rise of ultra nationalist leaders both in the army and in the civilian authorities.(6)

What are the excuses of declaring Rohingyas as the non citizens of Burma?

To the xenophobes, Rohingyas entered Arakan after 1824, the year the British began occupying Burma. Denying the historic Rohingya existence (from the Indian Chandras to the Arab sea going settlements in Arakan, to General Wali Khan and General Sindhi Khan’s army sent by the Bengal’s Sultan to help the Rakhine Mogh king and their army settled in the Kaladan valley during the 15th century, and Shah Suja’s followers in the 17th century, Rakhine Moghs claim that Rohingyas are only British time settlers. It says they have never heard the name Rohingya. Francis Buchanon heard the name Rohingya 1798. (7)

The unfortunate thing is that if the xenophobes claim is true that Rohingyas entered Burma after1824 even that has been close to two hundred years. Surprisingly, the same ethnic group Rakhine Moghs in Cox’s Bazar of Bangladesh took shelter in Bangladesh during the British rule are Bangladeshi citizens. Strangly, Rakhine xenophobes like Aye Kyaw, Aye Chan, Ashin Nayaka and their followers not using the same standard for themselves, earned citizenship in the West comfortably live their lives but keep their racist skeletons in their native Arakan.(8)

Rakhine-Rohingya–Buma Triangle in Arakan

Unlike most of the ethnic groups in Burma (who are directly) involved in conflict with the Burmese government and now are initiating dialogues, in Arakan however, despite international pressure to stop genocide, Rohingyas’s dialogue with the government is seriously obstructed by the presence of the ultra nationalist third group, the Rakhine -Mogh, which in alliance with the military now commits genocide in Arakan. Not known to most people is the fact that Rakhines are 5% of the Burmese population but occupy 30% of the Burmese army. They are a powerful force against democratic movement to recon with. Alamgir Serajuddin observing the medieval Rakhine activities of piracy in the Bay of Bengal and the cruel massacre of the Bengal governor Shah Suja and his family (assured of asylum) observed: “The Arakanese [Rakhines] were a daring and turbulent people, a terror at once to themselves and to their neighbours. They fought among themselves and changed masters at will. Peace at home under a strong ruler signaled danger for neighbours.” (9) It is true that most Rakhines are not fundamentally xenophobic but it is unfortunate that they are being misled by their leaders to commit Rohingya genocide in Arakan and genocide in ethnic territories, the bad name however is spread all in the name of Burmese people.

In order to stop the genocide in Arakan and for Burma to stop its bad reputation, Burmese leaders have to understand this Rakhine-Rohingya-Buma Triangle. It seems that things are changing in Burma on a daily basis. When Burmese government decides to officially recognize Rohingya citizenship and stop genocide in Arakan and initiates dialogue, it is recommended that it should be between the mentioned three parties perhaps with the presence of foreign observers, including Bangladesh, Thailand and Malaysia; countries where Burmese refugees continue to pour in to escape genocide. British Foreign Secretary William Haigue lately raised concerns about the Rohingya community that lacks basic civil and human rights.(10)

This is a serious matter happening in Western Burma, it is about genocide and it should be settled as soon as possible on a priority basis to clear up the “Burmese” name; which includes everybody in Burma.

  1. IT IS BETTER LATE THAN NEVER FOR SUU KYI TO DEFEND THE ROHINGYA PEOPLE'S RIGHTS
    Abid Bahar
Suu Kyi finally opened her mouth to support the Rohingya opposing the governments two child policy targeted only for the Rohingya. It seems it is too late for Suu Kyi to defend Burma's Rohingya people's rights.
Strange but true, in Suu Kyi's Burma by now so many innocent lives have been lost on land and in the sea, so many houses were built to be the sweet homes were already razed to the ground and the Rohingya inhabitant of those places and their hopes were forever lost couldn't be brought back again.
All these could have been halted, if Suu Kyi made even a mild protest against these gross violations of rights that amounted to genocide. Instead of protest, no, she rather chose to remain either silent or when it was needed to open her mouth, she said Rohingyas are illegals in Burma.
We don't know yet, what suddenly changed her perspective. It appears that it is driven more to save her face and her future prospect as an effective Burmese leader than to help the Rohingya. When her voice was badly needed she remained so silent that she was even labelled by some as the one driven by xenophobia. But we wonder, when she has been the one who clearly sided with the Rakhine version of Arakan history that denies Rohingya citizenship, she now opposes the two child policy on Burma's stateless Rohingya. Does this gesture also mean she recognizes Rohingya citizenship? Whatever the reason is, Suu Kyi's support would surely bring good things for the Rohingya and for Suu Kyi to defend the rights of her fellow Rohingya citizens of Burma it is better late than never.

  2. SUU KYI's MASK
    By Dr. Abid Bahar
    Oct 12, 2016

I'm not from Burma but I am a researcher on Burma. My specialization is Ethics of leadership. I read Suu Kyi's first biography and other works on her which shows her as more of a demagogue than a democrat.
In her daily discourse, she speaks forcefully using some common adjectives like "surely", "carefully", "without any doubt," or even "the rule of law" My understanding is that soon Burmese people will find out that these are simply empty talks because in reality she is a fanatic political Buddhist, she considers the multi ethnic/ multi racial Burma as a Buddhist Tibeto -Burman nation.
The Musk of the Noble Prize winner began to be unveiled first with Rohingya:
    (1) She remained silent when in 2012 hell simply let loose on them. As an opposition leader, and the Noble Prize winner, she needed to be the strongest defender of the Rohingya rights. Her esteemed father Aung San was better then her who had Rohingya MPs and even two Rohingya Ministers serving Burma.
    (2) While in power shockingly, Suu Kyi's government instructed foreign embassies not to use the name "Rohingya. This is to deny their existence in Burma. This is outrageously wrong.
    (3) Her government is now perusing the policy of demolishing Mosques in Arakan. This is by a noble peace prize winner?
    (4) The killings this week and the reports coming from Burma show the evidence of mass graves of Rohingyas done by her police and military working in Maung Daw Rohingya areas.
It appears that she is a Burmese nationalist before anything else. As a nationalist more than a humanist, she seems to have her hidden agendas of not accepting all the citizens as equal. Rather she sees them as unequal and worse of all she seems to belief that she should inherit the presidency of Burma primarily because she is the daughter of Aung San, the founder father of Burma.
With these common characteristics but came to power with great expectations, we are beginning to see in Aung San Suu Kyi the early signs of a fascist, similar to some other leaders not surprisingly had their rise and again fall from grace in the neighbourhood of Burma.

  7. ROHINGYA EXODUS IS NOT A NEW PHENOMENON
    Abid Bahar PhD
Rohingya exodus began from the time when Shah Suja's (the Moghul prince's unfortunate) death in Arakan. This influs continues till our time. The slow exodus of Rohingya made almost the entire Southern part of Chittagong until Karnafully a place of Rohingya settlements. Rohingya evodus became intence from 1942 after Japanese army with Burmese battalions reconqured Aeakan from the British and Rohingya were used by the British to fight the Japanese led Burmese army.

Rohingya movement to Southern Chittagong continues to 1956, 1978, 1992-93, 2012, 2016, and in 2017. Burma still claims that Rohigya are Bengali migrants from Bangladesh.

It has to be understood clearly that Myanmar is a barbarian country. In 1962 when Muanmar sent over 6000 to then East Pakistan, President Ayub Khan threatned Ne win of Burma that the former doesn't want Pakistan army to cross the border to Burma. The threat was effective in Ne Win taking back all the Rohingya.

The reality is that after 1971 Bangladesh emerged as a smaller country with a poor economy. Burma is several times bigger and resourceful than Bangladesh. It has been actively engaged for more than a haff century fighting insurgency. Suu Kyi is also an anti human rights leader.

Pushing Rohingya back to Bangladesh is a kind of Burma willingly inviting trouble with Bangladesh. It is a sign that says it cares very little about Bangladesh's sovregnity. Why to care? No country next to Bangladesh is Muslim or sympathetic to help Bangladesh. In a supposed war, Rohingya could be Bangladesh's advanced force. Many pro Indian and Islamphobic people in Bangladesh fail to understand it. In addition, a study of Arakanese Burmese litarature shows, Burma aspires to reclaim Chittagong and Chittagong Hill Tracts for Burma in which Marma (Burma) tribe in Bandorbon, Chakama,in Rangamati Mroung in Kaptai, Rakhine in Cox's Bazar live.

The unelected and unwise government of Hasina isunaware of the volatile nature of Bangladesh's border with Burma. Lately, Hasina even sent its minister to negotiate a deal to import rice from Burma to recover its rice shortage in Bangladesh. in a crisis like this, the govertment's behavior is as if rice is not available in anyother country than Burma.
Not Long ago, Hasina government made Anup Chakma, a Chakma seperatist to be the Bangladesh ambassador to Burma. This raised the question of who controls Bangladesh. Some quarters think, it is the Indian RAW. In addition to this, in a recent South Asian conference (which replaced the SAARC) in which Pakistan was excluded and Burma was included, in the meeting Suu Kyi personally thanked Hasina for Hasina government's sharing of classified information with Burmese intelligence about the Rohingya people. Under the circumstances, with an unelected, uncaring government that doesn't understand the depth of this problem, can Hasina sucessfully force Burma to accept the refugees. If Bangladesh continues like this as an Indian puppet nation, and India and China even Russia supporting Burma, can Bangladesh effectively face Burma and effectively survive as a sovreign nation?

  9. WHAT IS URGENTLY NEEDED IS NOT ONLY PROTESTING AGAINST THE ON GOING CRIME IN BURMA BUT ALSO DOING MORE

Malaysia's president Najib is a big help in protesting against Burma committing Genocide on the Rohingya. Lately, he convinced President Trump to make a strong protest against this heinous crime of Violence Against the Rohingya but what is urgently needed is not a diplomatically sweetened statement, rather the situation needs urgent action such as:

    (1) Providing humanitarian aid to the refugees stranded in Bangladesh and in the jungles of Burma

    (2) To create international pressure on Burma to immediately repatriate these refugees. Burma is further destroying even the traces of their homes.

    (3) The USA and the international community must put pressure on Burma return Rohingya citizenship status.

    (4) Before Rohingya are sent back to Arakan, it requires the presence of UN peace keeping forces to stop further killings

    (5) To set an example of justice done to the people killed, punishing the perpetrators of crime is essential, it requires the arrest of Aye Chan, Aye Maung, and the other provocateurs of the crime. Also arrest those who were involved in killing of the Rohingya

    (6) To also ask Suu Kyi' to voluntarily surrender her honorary Canadian citizenship and the Noble Prize for presiding over the genocide of the Rohingya

    (7) The help speed up the process of resettlement of the Rohingya refugees by the UNHCR, who are qualified to be resettled in other countries.

  10. BURMA FOLLOWS THERAVADA BUDDHISM (THE CONSERVATIVE VERSION OF BUDDHISM)
    Abid Bahar

Factual evidences show Hinayana that is Theravada Buddhism which is the conservative brand of Buddhism is practiced in countries like Sri Lanka, Burma,Thailand, Cambodia, and Laos. In Sri Lanka, it made Tamils and Muslims their genocidal victims. In Burma with the Rohingya and with the Chin and Karen Christians as their enemy, in Thailand in the South Monks are active in persecuting the Muslims and in Cambodia with the Champa Malayan Muslims who were targeted in the infamous Cambodian genocide. In all these countries, Theravada brand show the tendency of committing genocides compared to the Tibetan version of Dalai Lama's spiritual Mahayana Buddhism.

It is worth mentioning that the ancient Buddhism in Bengal was the non violent Mohayana Buddhism. The tribals of Bangladesh (except the Monipuris who are Hindus,) generally follow Theravada political Buddhism who are aligned with Arakanese Burmese brand of Theravada Buddhism.

Following the independence of Bangladesh, the tribal Shanti bahini with the Burmese Theravada Buddhist religious ideology and its rebels trained by India demanding independence were very active in Chittagong Hill Tracts. They destroyed a great number of Bengali lives. Even now, several times, the innocent looking RakhineTheravada Buddhist Takurs (monks) were caught by the police carrying arms hiding in their saffron dress and mingling with the other Takurs particularly in Bandorboon areas. Interesting to know that many Arakani Mogh leaders involved in committing Rohingya genocide in Arakan were originally from Bangladesh. The top Rakhine leader Aye Maung, a Rakhine Mogh was originally a Mogh from Barisal.

    Watch out Bangladesh!
Important to note that Burmese Takurs and their government are not as easy as we think of. These are seasoned military Generals and the Takurs are in the business of radicalizing the Buddhists in Chittagong Hill Tracts for an ulterior motive. These are tough cookies!!! .Bangladesh should be careful about Burmese Buddhist criminals visiting with ease roaming around Bangladesh at the same time, the government should ensure and continue to respect its citizen's rights both tribals and the non tribals.

  11. TEN TOP RAKHINE WAR CRIMINALS BEHIND THE RECENT ROHINGYA MASSACRE IN BURMA''S RAKHINE (ARAKAN STATE):

(Article first prepared in July 2012)

    By Dr. Abid Bahar,
    Part 1

Most researchers of Burma blame only Burmese military and the Burmese civilian leadership for Rohingya genocide in Arakan. Few works identified crimes against humanity and most heinous war crimes were being committed in Arakan by local Arakanese Rakhine Buddhists leadership. Some international observers only recently are asking what made Arakanese Rakhine population to unitedly commit crimes against their Rohingya neighbors?

Research shows it is the Rakhine dream of re-establishing a Rakhine independent country that was destroyed by Burmese king Budapawa in the year 1784, since then Arakan became a part of Burma. It seems like the story of the former In their dream to establish a Rakhine independent country, Rakhine leadership finds the Rohingyas as their #1 enemy. In this effort, they brand the Rohingya as the"Intruders" " influx virus" into Arakan. They see the Rohingya as the most dreadful enemy and had persuaded the Burmese army to give them a helping hand to get rid of this racially and religiously different Rohingya people. It seems like the former Yugoslavian story revisits in Arakan again. After all we are all human beings with the darker side of our brain capable of causing death and destruction to our fellow beings.

One would notice in the Rohingya cleansing in Burma, a great deal of bluff and misinformation has been used. This is very genuinely local indeed. Historically speaking, Rakhine leadership is good at bluffing the perceived enemy and secondly, good at even alliance building. During the medieval period, Arakan a tiny kingdom through forming alliance with the Portuguese pirates operating in the Bay of Bengal built a formidable force in the Bay causing great distress to the Bengali people. We read in history books that Mogh- Portuguese alliance continued to be a menace in the Bay of Bengal for over two centuries.

Indeed, historian Alamgir Serajuddin expresses rather bluntly the reasons behind the Arakan problem by saying, “The Arakanese [Rakhines] were a daring and turbulent people, a terror at once to themselves and to their neighbours. They fought among themselves and changed masters at will. Peace at home under a strong ruler signaled danger for neighbors.” In our contemporary period, the alliance has been built with the Buma having the excuse of their common Buddhist faith. The late Rakhine leader Dr.Aye Kyaw also known as the "Doctor of Death" was the one who could successfully convinced the dictator Ne Win to declare the Rohingya as the non citizens of Burma.

From 1962 till today from the Burman - Rakhine alliance there are approximately 60 thousand Rohingya death and over a million Rohingya exterminated from their homeland Arakan. The atrocities still continues. When it is in its worst, the world can not sit watching a bunch of Rakhine war criminals killing, raping women and razing Rohingya houses to the ground. Here we made attempts to identify some Rakhine war criminals:

These Rakhine war criminals are good deceptions in politics, involved in meditated killings, they are normally soft spoken, friendly and acts as if like turtle heads. They hide under the Burmese Buma shell. But their main identity is Rakhine.

Well, now that we know their names, they can run but can’t hide. They have to face justice for their crimes. For now is the time to take them out from their safe hiding places in Arakan to face justice In the following we have identified top ten war criminals and their organizations.

  12. PART 2
TEN TOP RAKHINE WAR CRIMINALS BEHIND THE RECENT ROHINGYA MASSACRE IN BURMA''S RAKHINE (ARAKAN STATE):

THE WAR CRIMINALS IN THE POLITICAL FRONT

RNDP and its sister organization “Wan-thar-nu-rakita” Rakhine Patriotic Association (a seperatist group), Arakan liberation army, Arakan women’s organization and Rakhine exiled groups in Bandorbon of Bangladesh are the leading organizations responsible for the war crimes in Arakan,

    1. Aye Maung, the master mind behind the Rohingya genocide is the Chairman of the RNDP.
"Dr. Aye Maung, a Bangladeshi by birth is member of parliament and chairman of the Rakhine Nationalities Development Party (RNDP) in his interview with Venus News Journal on June 14, 2012, he said, “The Rakhine state should be established in the way Israel was initially established.”

"RNDP was formed comprising with the people of mass and class Rakhine fanatic, terrorists, religious faked monks, student union, women’s association, Rakhine cultural association, merchants, Karate youth club, and high level intellectuals who are working in government offices and harboring networks with those outsiders (local and international) who have involved full time activities under the direction of RNDP in this carnage trick.

"The party’s master-plan, is to secretly organized Bengal Rakhine fanatics via RNDP’s network from Bangladesh, where nearly a million Bangladeshi Rakhine indigenous resides in accord U Aye Maung, the Rakhine RNDP party lets the Rohingyas villages and people from each township destroyed, burned, torched, killed and driven away from their original places for unknown, mysterious destination as internally displaced persons by Rakhine fanatic brought Bangladesh with a combined help of local Rakhine hooligans who are mostly Ra-Ma-La, ex-Rakhine liberation forces."

    2. RNDP’s Secretary General, U-Oo-Hla-Saw.jpg

    3. KO KO GYI, the anti Rohingya provocateur and his gang

    4. U Hla Maung Tin rule the Rakhine state following the style of “mobo-cracy

"The entire Rakhine State administration was put into the hand of the mob, which included –Rakhine fanatic, armed terrorists, rude people, disguised yellow ribbon monks, secret police, merchant, karate association, so called educated man and women and so called intellectual academic, journalists, reporters and so on — by U Hla Maung Tin to rule Rakhine state as the style of “mobo-cracy” at this situation and which Nay-Pyay-Daw government is wait and see position.

"RNDP’s sister organization called “Wan-thar-nu-rakita” Rakhine Patriotic association of Taung-goup has lynched 10 Muslims religious pilgrims on 28 May, 2012—then posing a great threat to all over the Rakhine state to date. Though these people were lynched by three hundred people in front of the police, none of the perpetrators of the Ten Pilgrim has yet been arrested while it was widely known via Myanmar state owned media that some 300 or so armed Rakhine terrorist attacked them in front of police & security forces.

    5. Rakhine state Hluttaw which is run by U Hla Maung Tin. Most policemen along the Rakhine state are involved. Most district and township administrative officers and staffers are also involved.

    6. Saw Mra Zar Lin is the chairperson of the Rakhine Women Union (RWU) based in Bangladesh as well as a central committee member of Arakan Liberation Party(ALP).

Saw-Mra-Raza-Lin's husband U Shi Maung was recently detained at Dhaka International Airport when Immigration found his wife's picture carrying arms.

WAR CRIMINALS IN THE INTELLECTUAL FRONT
    7. Aye Chan, whose father was a Bangladeshi Buddhist coauthored a book identifying the Rohingyas as "Influx Virus"recommended that they ne required to be exterminated.
“In recent months, there have been an increasing number of anti-Rohingya activities, including seminars in Rangoon and Arakan state organized by the RNDP and anti-Rohingya demonstrations,” Tun Khin, president of the Burmese Rohingya Organization UK, recently said in the British parliament.

TEN TOP RAKHINE WAR CRIMINALS BEHIND THE RECENT ROHINGYA MASSACRE IN BURMA''S RAKHINE (ARAKAN STATE):

IN THE RELIGIOUS FRONT: DHAMMA TALK AND PREMEDITATED KILLING
    8. Ashin Nayaka and "many Rakhine monks who engage in community riots asking for expulsion of national people and always instigating communal rampage rather than propagation of Buddhism in a monastery."

"In recent days, monks have emerged in a leading role to enforce denial of humanitarian assistance to Muslims, in support of policy statements by politicians," said Chris Lewa, director of the Arakan project, a regional NGO. "A member of a humanitarian agency in Sittwe told me that some monks were posted near Muslim displacement camps, checking on and turning away people they suspected would visit for assistance."
The Young Monks’ Association of Sittwe and Mrauk Oo Monks’ Association have both released statements in recent days urging locals not to associate with the group.

IN THE LAW AND ORDER FRONT:
    9. NaSaKa Chief Commander- Aung Gyi

    10. Rakhine state Attorney General Hla Thein
Khaing-Soe-Naing-Aung of the Arakan Liberation party

11.The Rohingya killer Hmuu Zaw, of the security forces

The Burmese "regime imposed many restrictions on Rohingya marriage, travel, religious freedom, forced labor, etc. The Rohingya have been denied citizenship since the 1982 citizenship act was passed when the dictator Ne Win was in power. Two out of three lawmakers at the time of the 1982 citizenship act were Rakhines."

ISSUE AND CURFEW ONLY FOR ROHINGYA

The mastermind of the Rohingya massacre Aye Maung of RNDP’s "parents only emigrated to Arakan state in 1953-54 from Bangladesh. If citizenship should be verified as he is a non-citizen Bengali-Magh,” said Htay Lwin Oo, an activist from the United States. There were many Buddhist settlers in Arakan state after the independence of Burma, but the regime never raised the issue because the agenda is only to drive out the Muslims. The Rakhine people are officially accepted as an ethnic people of Burma and in Bangladesh too, while Rohingyas are denied citizenship in Burma and recognized as refugees in Bangladesh".

Arakan Liberation Party (ALP). It is an armed group of Rakhines works from Bangladesh. "The Arakan Liberation Party (ALP), which was founded in 1968, struggling to get back its lost Kingdom, held meetings in Malaysia last year where an attendee asked a question about the struggles and aims of ALP, which wants an independent Arakan state. ALP’s struggle is not for federalism but for independence, ALP members told the Bangladesh-based Narinjara news agency. ALP and the Rakhine state government held peace talks early this year, but the two sides have still not reached a cease-fire agreement. A recent RNDP statement said, “The government and Rakhines must combine forces to lay down a security protocol for Rakhine state and the Rakhine people.” It seems that the RNDP wants to bring ALP’s forces into the region to oversee the Muslims."

  14. PART 4
TEN TOP RAKHINE WAR CRIMINALS BEHIND THE RECENT ROHINGYA MASSACRE IN BURMA''S RAKHINE (ARAKAN STATE)
Recently, "in Buthidaung Jail 43 dead bodies of Rohingyas were buried in a mass grave near the jail’s fencing on the 24th of July. They were tortured jointly by the Rakhine and jail’s authorities. There are over 500 Rohingya prisoners arrested from Maung Daw and Buthidaung recently, have been tortured and leaving without food and drink."

Similar concern of "Summary Execution In Buthidaung Prison", was raised by Burmese Rohingya Association in Thailand (BRAT) during a memorandum submission at Government House on the same day of Burmese Junta Thein Sein visit on 23 July 2012. The statement said,
"The information received from a prisoner who got released recently on Saturday- 22 July 2012 after completion of two years sentences, confirmed that there are 650 Rohingya detainees in a compound of Buthidaung Jail. 5 Rohingyas are dying daily from inhumane tortures. The dead bodies were packed by gunny and Rakhines carried away by bamboo pole in every early morning. It is very horrible that none of these Rohingyas prisoners can walk well and stand strait. They
sent messages to their families that they could not be able to back alive and the wounds they got were damaged inner parts of organs."www.arakanforward.com
"In an attempt to control further violence spreading to others, former president Thein Seing has issued an emergency order (144) on June 10,2012– benefiting the issue for Rakhine terrorists to arson, killed, torched and threat even in day light on Rohingyas people — in the other hand, the Rakhine state government’s tools such as police and security forces displacing, oppressing, harassing and stopping the food and foodstuff into the Muslim community and freely people’ movement within blocks in Sittwe — reasoning insecurity of Rakhine people while letting Rakhine freely establishing livelihood for their cheerful survival and starving scheme for Rohingya Muslims in one hand — what a double standard dealing and the gratitude of the issuance of (144) by the president who has even been praised for Nobel peace prize in international arena for a additional promotion of carnage—exactly happened after returning back from the United Nations Assembly meeting.

    Recommendations
Rakhine police failed to keep order for the Rohingyas. They became part of the problem. It is recommended that "Rakhine police should be balanced employing Muslims staff in this department or instead of Rakhine police in all of Rakhine state, other ethnic policemen should be replaced who would not be biased in the protection and the rule of law in the future.

"Rakhine state affairs should be handled by the Union directly because these Rakhine fanatics do not deserve to rule the state, if the affairs put in the hand of Rakhine people, the entire state’s integrity would be tarnished in the sight of the international community again and again, only because of Rakhine people, the fate of the union should not be stained over and over. All Rakhine police should be balanced employing Muslims staff in this department or instead of Rakhine police in Rakhine state, other ethnic policemen should be replaced who would not be biased in the protection and the rule of law in the future."

TEN TOP RAKHINE WAR CRIMINALS BEHIND THE RECENT ROHINGYA MASSACRE IN BURMA''S RAKHINE (ARAKAN STATE)
For the Rohingyas, if the international community ignores the Rohingya killing by the Rakhine leaders, they and the international community must have the right to arrest the criminals and send them to the ICC. Surely, if timely actions are not taken, there is a price to pay by both Burma and Bangladesh for remaining silent!

  16. I know a place called Arakan

    (Rohingya puthi written in English)

    Abid Bahar

    Part 1

I can sit and tell you about a place

    It was called Arakan,

It is where the unfortunate Moghul prince Shah Suja and his family were given shelter but all were axed to death by the king.

    Arakan a Rohingya name

is now called by Buddhists as Rakhine

I can tell you about Arakan’s capital Akyab (Ek ub, Persian-one river to the sea)

I can tell you about another Persian place name, Punjab (meeting place of five rivers) Punjab is in India, but Akyab is in Burma. Arakan was colonized by the Bengali Sultan king’s General Wali Khan and General Sind Khan

Burma says "Rohingya people are Bengalis. They don’t belong to Burma". Amarta Sen says, Rohingya lived in Arakan before Burma came to occupy it in 1784. Francis Buchanon Found Rohingya in 1799. They still say Rohingya people are Bengalis. President Zia said “ If true, then Arakan is a part of Bangladesh” In 1978 they evicted 200,000 Rohingya from Arakan but Burma took back the Rohingya.

Wait, I can tell you more, there were Rohingya settlements in Arakan

called Kaladan, Pathori Kella, Mrohaung city, Akyab. There were sufi

shrines of saints called Bodar Mokam, Sind Khan Mosque, and many more but they were all demolished. All that is left are some demoralized, stateless people waiting to face starvation and death. Alas! Arakan use to be a lush green land, ah, now turned into barren fields full of human remains

  17. I Know a Place Called Arakan
    By Abid Bahar

    part 2

    Wait, did you know?

Watching the terror on the Rohingya, Chittagonians across the border call Arakan, the “Mogher Mulluk” (Rakhine Mogh land)- a land of anarchy.

The slaughter of the Rohingya is an old story few people know.

It has been a slaughter house of the Rohingya people, the style of such killing by the Rakhine Moghs has been known as “ Moghi Katta.”

There is human blood everywhere:They have been killing the Rohingya and pushing them out, cleansing from Arakan in huge numbers I can count from 1942, 1978, 1991, 2012, 2017. and In 2017. Rohingya deadbodies on streets, in burnt houses, in the narrow path leading to the field.

There is human blood everywhere. There were the military led halicopter gun ships attacking from the sky, On the ground the houses are burned by the tatmandoo and vigelentees came to slaghter women, frail old man and children who couldn’t run away to safety. Finally, monks came to clean the place of "Kula" Muslim blood.

    Wait, listen, there is more!!!

I saw a tramatised refugee child escaped the bloodbath crawled through the mud with his mother, arrived in Bangladesh, his brother dying in his mother’s lap. The mother helplessly looks on! Well, I also saw a wife with children looking far to see her husband approaching the Bangladesh border . She calls her children to look at their father approaching them, but alas, a landmine blew him into pieces. The woman and her children’s dream shattered in front of them! "Where is humanity?"Cries the mother.

It has been over a century that Rohingya slowly leaving their birth place

Arakan now Rakhine has been increasingly becoming a killing field and the notorious Ne Win’s xenophobia of the Rohingya Implimented in full swing. Together Burmese government, and Suu denies the genocide of the Rohingya, She even demands not to use the word “Rohingya”

This a Buddhist country run by the military for over half a century.

Ha! this a country where the leader is a Noble Peace Prize winner. Her name is Suu Kyi, presiding over the genocide!

    Hitler lives in Burma!

Ha, ha, ha. Ha, ha, ha. Ha, ha, ha, ha!!!!!! Ha, Ha Ha!!!

I am not crazy, and I am not losing my senses.

But I wonder, while Burma lives in the past

what about the rest of the world?

The world finally heard the cries of the Rohingya

Suu says powerful Rohingya lobbyists are spreading fake news

Fake news or real news, it is a "text book case of genocide"

says who saw it! Keep it up friends, don't give up! keep up the pressure, Keep up the pressure!!

    freedom to inflame violence,

freedom to oppress other group of people,

Teething International Criminal Court for Rohingya Situation
    23 November, 2017

    http://www.observerbd.com/details.php?id=107421

The method of triggering the jurisdiction is the initiation of the investigation by the Prosecutor Proprio motu on the base of the information received from different sources (Article 15).
In this case, the Prosecutor needs to have authorization from Pre Trial Chamber and the situation must be either of the State Parties or committed by nationals of any State Parties. As the crimes were committed on the soils of Myanmar and by the citizens of Myanmar, the Prosecutor may have the jurisdiction over the situation if Myanmar were a State Party. But, there is a very thin possibility. If any of the perpetrators possess the dual citizenship and his/her second country of nationality is a State Party to ICC, the Prosecutor may proceed Proprio motu.
At the present stage of the situation, it is still uncertain who is going to bell the Myanmar and how. In the present complexity of international politics, the time is the real essence. Nonetheless, the option of the trial at the domestic level is always open. Thanks to the domestication of international criminal law.

    ...
The Security Council may refer any situation of international crimes to the Prosecutor of ICC by dint of Chapter VII of the Charter of the United Nations (Article 12(b). This method was used twice involving situations in Sudan (2005) and Libya (2012). This is only evoked where the concerned state is not a State Party of the Rome Statute. As Myanmar is not a State Party, the Security Council would be one of the ways or only way to trigger the jurisdiction in this current situation. The last method of triggering the jurisdiction is the initiation of the investigation by the Prosecutor Proprio motu on the base of the information received from different sources (Article 15).

  24. I CAN SEE MY HOUSE BURNING
    (Rohingya puthi)

    Abid Bahar

I heard the sound of an approaching helicopter

Then I heard it randomly shooting at people

I can see men in saffron cloth

    carrying knifes, daggers running

around in search of something, somebody

    Are they searching for Buddha?

No, I hear them searching for me

    They say "Kill the Rohingya!"

My God! I could identify some of them!

    I wonder

    What turns neighbour against neighbour?

    What did I do?

    We went to school together!

    They are my neighbours!

I can see police and security man

    Standing nearby

    They don't stop these vigilantes

    Why? What did I do?

    I know, I know

    They don't want me

    They want my land

    They want my cattle

    They want my bike

    Pant up in prejudice

    Full of greed

    They don't want me

    They want my land!

    What did I do?

I did no harm to them

No, I know, they say I am a Rohingya
    They are approaching my house

I ran to get my family out

    I grabbed my daughter

    But where is my son?

    Where is my wife?

    I don't see them around!

I am hiding in the paddy field

My God! in front of me is a dead body

    I am shocked,

It's my cousin! A bullet pierced his eyes

He looks at me as if saying: Run, run, run to safety!

I see my neighbours are running away

    Where to go?

I see my house burning, I have no house?

I can only see the horizon!

I am walking with others of my village

I found my wife searching for my lost son

My daughter is thirsty but there is no water to drink!

    She is hungry

    There is no food

I am trying to cry but I lost my voice,

    I am only murmuring

I slipped of the muddy ally and got me injured

I see no blood coming, I am tired

I am walking like a dead!

What did I do? Where to go? Dow Suu tell me?

I hear people say, I have more to travel

    But my limbs are failing

And I fall to the ground, I can't move!

I am crying, but nobody can hear my cries!

    I am a R... R... R... Can you hear me?

My daughter says" Papa," don't stop!

See the butterflies, follow them and walk me

to the land of the fairies in the distant horizon!
